Carter Murray has partnered with a Financial Services Regulatory Body in Dubai to hire an Outreach Manager. The organisation is in the startup phase with government backing to create a regulatory system within the UAE.

They are looking for an Outreach Manager to join the rapidly expanding organisation. The role is multifaceted across organisation development, business development and stakeholder management.

Stakeholder Management

  • Support engagement, communication and outreach to all commercial licensing entities (Freezones + DET) from a business development perspective
  • Supporting engagement with new VASPs coming into the Dubai ecosystem, handling introductory calls, and inquiries
  • Develop pipeline of VASPs to target for attraction to Dubai
  • Liaise with other Dubai government departments i.e. Dubai Economy and Tourism to align activities
  • Support engagement with law firms and consulting firms in the Dubai ecosystem to answer questions and inquiries regarding new VASPs interested in VARA
  • Support of broader ecosystem engagement
  • Communications and Events
  • Manage creation and assembly of presentations, communication material and documentation to share with key stakeholders
  • Organize and manage plenaries, roundtable sessions, industry consultation sessions, workshops, information sessions, working groups and one on one deep dive sessions with freezones, banks, VASPs, insurance companies, law firms, consulting firms and other key stakeholders in the Dubai ecosystem
  • Vet and prioritize VARA event participation including opportunities for ecosystem building/networking and supporting on the event speaker request approval process
  • Support strategic outreach for event speaker placement, setting up ecosystem meetings and organizing side events that are important for ecosystem building on the margins of major events
  • Liase with Marketing where needed on Communications and Events
  • Support in the management of the Global Advisory Board and Technical Advisory Panel


  • 5+ years of experience and Bachelors Degree
  • Past experience managing CRM
  • Excellent verbal and written communication skills; Arabic a plus
  • Experience in ecosystem development, strategic communications, business development or multi-stakeholder partnerships
  • Strong critical thinking and problem solving skills
  • Able to work in a fast paced start-up environment
  • Self Starter
